Mr. Carter

It is my pleasure and honor to serve as the  principal of Jeffers Hill. As I begin this exciting journey, I look forward to partnering with our students, staff, families, and community to continue the tradition of excellence at Jeffers Hill.

I am entering my 22nd year as an educator and have dedicated my career to creating positive, student-centered learning environments where every child can thrive. I believe that strong relationships are the foundation of a successful school, and I value building meaningful connections with students, staff, families, and the community.

As a Howard County resident, I understand the importance of strong schools because education is central to my family's life. My wife is a special educator in HCPSS and my four daughters attend Howard High School, Bonnie Branch Middle School, and Cedar Lane School. We  are grateful to both live and work in a county that is deeply committed to the success of every child.

My vision is to cultivate a school where students are excited to learn each day, staff members feel supported and empowered, and families and community members are valued partners in education. I believe in transparency, open communication, continuous learning, and embracing new ideas that help us grow together. My goal is to foster a welcoming environment where every child feels seen, supported, and inspired to reach their full potential.

I am excited to serve the Jeffers Hill community and look forward to getting to know each of you. Please never hesitate to reach out if I can be of assistance or if you have ideas to share. You can contact me by email at howard_carter@hcpss.org or by phone at 410-313-6872.

I look forward to partnering with you to make this an outstanding year for every student. Together, we will continue to build a school community where everyone belongs, everyone grows, and everyone succeeds.

It is a true pleasure to join the Jeffers Hill team this year as an Assistant Principal. I firmly believe that all students deserve to go to a school that inspires and empowers them to excel each and every day. The Jeffers Hill Elementary staff is committed to building genuine relationships with students, families, and community that nurture and support our young learners’ growth and achievement. Together, we will create partnerships that reach beyond the classroom walls to ensure student success and well-being. Over the past 20 years, I have been an administrator and educator at both the elementary and middle school level in Montgomery and Howard County Public Schools. Before coming to Jeffers Hill, I was the Assistant Principal at Deep Run Elementary from 2019-2024. During my instructional career I have served as an instrumental music teacher in grades 3-8 and team leader. I earned both my Bachelors and Masters degrees from the University of Maryland and my Administration Certification from Towson University. When I am not at school, you will find me spending time with my husband Ben and our two daughters Paige (12) and Margot (7). I enjoy traveling, music, yoga, photography, and cheering on my kids during their soccer and rugby games. Please feel free to reach out at any time, my door is always open. I look forward to connecting with you!
